India’s proposed investment of up to $100 million in upgrading Iran’s Chabahar port in southeast Iran and Tehran’s recent approval for it to do so has been welcomed by New Delhi, however it wants to ensure Afghanistan’s participation before signing an agreement. After the successful implementation of a related trilateral understanding between the countries in 2003 India, Iran and Afghanistan agreed to connect Chabahar to Afghanistan’s highway network. While Iran built a new road from Chabahar to the Afghan border, India completed the 135-mile stretch from there to the Kandahar-Herat highway.
